Bill of Rights - Amendment #1
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of people peaceably to assemble, and to petition the government for a redress of grievances.

On page 92 highlight the first three lines of the first Amendment. The federalist Congress passed the Alien and Sedition Acts in 1798. Thomas Jefferson responded by offering the Virginia and Kentucky resolutions (1798), claiming states had a right to declare federal laws null and void. The was the first time states experiment with the concept of nullification.
